The Construction Leadership Council has issued a four-point bulletin on building safety.
1: Residential Property Developer Tax – Consultation opens
Earlier this year the Government announced that it would introduce a new Residential Property Developer Tax as part of its Building Safety package. A consultation has now opened on the policy design of the tax. The consultation runs until 22 July 2021 and can be found here.
2: Interim Industry Competence Committee
The Health and Safety Executive is inviting expressions of interest for the appointment of Chair and members to a new Interim Industry Competence Committee (IICC).
The interim committee will perform an advisory role and support work underway to establish the Building Safety Regulator (BSR) and develop the new regulatory regime for the safe design, construction and occupation of high-risk buildings.
The deadline for receipt of completed applications is 18 May 2021. More information about the application process and roles can be found here.
3: Independent Review of the Construction Products Testing Regime
The Government has commissioned an independent review of the system for testing construction products and has appointed Paul Morrell OBE and Anneliese Day QC to lead it. The review has been set up to identify any potential weaknesses in the system and make recommendations for improvement. The review panel will submit a report to the Secretary of State for Housing, Communities and Local Government later this year.

4: Launch of the final version of BSI Flex 8670 – Built Environment – Core criteria for building safety in competence frameworks
The British Standards Institution (BSI) has announce the release of the 3rd and final version of BSI Flex 8670: v3.0 2021-04, Built environment – Core criteria for building safety in competence frameworks – Code of practice.
This BSI Flex sets core building safety criteria for built environment competence frameworks. BSI Flex 8670 will be transitioning into a full British Standard (BS 8670) in 2022. In the interim, version 3 of the BSI Flex is available to download and use from the following link. Supporting documentation is also available, which provides the context for the work, how people should interact with BSI Flex 8670 and the process going forward.
BSI is seeking feedback on using BSI Flex 8670 in order to make BS 8670 even better. The deadline for providing feedback is 31 December 2021 and can be submitted here.
